Disproportionate fines for extremely high earners are a waste of viable tax payers money. Seeing footballers, celebrities, CEO's & owner's of companies getting fined pittance of their yearly earning does not deter them for offending, nor does it (in these hard economic times) bring a valuable source of money to the government.

If fines were set at percentages of yearly earnings, people (even the very rich) would think twice before re-offending!
