Discase screening for certain diseases in possible for disease at the UK border. With long range air travel carrying millions of passengers and disease such as ebola being discovered. It would be sensible to test for disease such as TB which is screenable and then then restrict entry to carriers and bring in any new tests at a later date . The cost of the test is out weighed by the savings later on the NHS. The UK does not want another Black death which is possible seeing bubonic plague still exists outside of europe.
