Quantitative Easing is given to banks to encourage lending, and doesn't come out the other side.

Give it directly to the taxpayers.

Issue the monies however you want, a cheque for £1000, vouchers for high street stores and restaurants, rebate on income tax.

Try not to spend £4Bn on a new database and 1000 new public sector staff to administer it the though please.
