Petition Stop employment agencies using incremental holiday pay as part of basic rate.

Recruitment agencies, particularly within the construction industry, agree a basic rate and then make that rate up of a lower basic rate up of a lower rate plus incremental holiday pay. This is common practice, but the law clearly states that holiday pay must be a "true addition" to the basic rate.
