Rejected petition Change Merlin Housing transfer policy to include the disabled

We live in a flat up 30 stairs
Our 3yr old has Duchenne muscular dystrophy,he will spend most life in a wheelchair requiring 24hr care.
Applied for a housing transfer 10 months ago but while collecting evidence Merlin housing changed the criteria.
They have refused to move us to suitable property
