Schools drive pupils/students around in mini buses on basic car licences.
Ban all schools from doing this unless they employ a qualified PCV licence holder with up to date CPC card.

More details

If schools had to use coach companies it would create jobs and boost business.
All drivers are qualified and CRB checked so children would be safe still.
