Petition increase penalties for leaving the scene of an accident in a motor vehicle

I wish to increase the penalties emposed to drivers if found leaving the scene of an accident. I feel dissapointed that police do not enforce sufficient penalties for people who leave someone or something for dead at sides of roads after hitting them. same applies to accidents with vehicles

Spring hill road - accrington - DOG Killed by speeding driver who made off, leaving owner at side of road in a state with no way of knowing who killed her dog. police was informed and she was told without a number plate we cant help.
