Rejected petition In Planning, give Neighbourhood Plans clear status during preparation stages.
Preparing a neighbourhood plan is a big investment in man hours &/or money & yet communities believe their aspirations will not be upheld by decision makers when planning applications are submitted, especially while the neighbourhood plan is being prepared or Local Plans are weak.

Lack of a demonstrable 5-year housing supply or unmade Local Plans will make it harder for a Council to refuse permissions for proposals that conflict with an emerging neighbourhood plan.
