Many rail companies have quiet coaches but people persistently do not observe the rules.

If people want to use their mobiles' on a train, sit in any other coach other than the quiet coach. Train companies should either enforce the rule (Which they don't), block out phone signal's in a quiet coach or if they won't enforce it, then abandon it. Why have a quiet coach that isn't quiet?!
