Rejected petition USER FRIENDLY e-petitons

The current e-petiton facility is UNFRIENDLY to users and discourages participation e.g. (i) WHY can't more than ONE PERSON use the same e-mail address ENTRY ? (ii) WHY was the e-petition syStem CHANGED after more than 100,000 signatures had been signed to one recent petition, thereby making THEM ALL INVALID ?

IF there is a GENUINE attempt to encourage public participation in expressing concerns, WHY are the operators of e-petitions making it so VERY DIFFICULT and DISCOURAGING to do so ?

PLEASE CHANGE TO USER FRIENDLY !
