Rejected petition Animal Cruelty Act injustice. Cats and Dogs should be treated equally as animals

It has come to my attention that dogs get treated better than what cats do. As it came to my attention it has made me aware that if you see a dog passing a road you must stop your vehicle but if a cat is crossing the road then you can still carry on driving and run it over.I believe this to be cruel

I believe that the RSPCA should work with me to make this petition an campaign across the United Kingdom and to help bring Animal Cruelty Act to its true justice. Who is in it with me?
