Closed ISP's should sell minimum sevice level not "upto" speeds

Internet service Providers should be forced in Law to offer a minimum guaranteed service level.

For example instead of "upto 27 Mb/s", they should offer a service of "5 Mb/s with 99.999 uptime".

The current system is akin to an electricity company saying "you can have upto 240volts and 30amps" - but then supplying 120volts and 15amps. Your appliances would just not work
