Petition Regulatory body for people's representatives

I want the government to introduce legislation to set up an independent regulatory body that will deal effectively with complaints from the electorate against all the people and bodies that claim to represent them in parliament and on County Councils.
I have had particular difficulty in obtaining justice from my County Council even though I went via the Local Government Ombudsman, who only acted to support the County Council and did not consider my points of view at all. They did not in any way act as an independent body.I have had similar problems with the so-called "independent" Police complaints Authority who cannot act independently as they are made up of Police Personel.
