Under current legislation, the RSPCA, dog wardens & police are practically powerless act against or prosecute the owners of dogs that attack and/or kill domestic cats. What powers there are, are woefully inadequate and outdated.

Grant greater powers under animal control legislation. introduce fines and issue animal control orders IN THE FIRST instance. Don't let another cat die in vein.
