Rejected petition Change child maintenance so it's fair for the child and father

Currently the system is a flat steep rate, further more the father is charged 16% more to collect it than the mother who only received a 4% charge.

With no evidence needed that the mother spends the maintenance on maintaining the child's up bringing.
