The government to create legislation requiring all political candidates at every level to be personally accountable for election/manifesto pledges.

Failures to be both criminal and civil offences. Criminal offences to be punishable by not less than 5 years imprisonment. Remission not to be available for any reason. Civil offences to be punishable by compensation of not less than £2,000 per voter in addition to repayment of all salary and expenses. The compensation to be paid to each individual voter within 6 months. Plus interest. Failure to repay punishable at the rate of 1 month per £1,000 not repaid. Any person involved in an investigation who fails to act in pursuit of proper redress to be penalised to the same extent as the offender.

Any offender to be barred from political office for life.
