There has been considerable debate about whether pension increases should be linked to RPI or CPI. Neither reflect the true spending patterns of pensioners. The Department of Work and Pensions should instruct the Office of National Statistics to create an index that specifically reflects pensioners spending patterns, i.e. a Pensions' Index, and this new index should then be applied to ALL pensions.
