Petition Cap insurance cancellation and ammendment charges to a reasonable admin fee only

After cancelling a policy for motor insurance having changed my vehicle I was charged a fee of I've £97 to cancel my policy. The price of the policy was only £277 to begin with, I this charge is completely unfair and unreasonable and feel a cap on these charges is required an admin fee of £25?
