Petition Make it illegal to do under the speed limit (when there's no traffic)

It's illegal to do over the speed limit because you could crash and/or kill someone BUT people doing under the speed limit can be just as bad.

There have been lots of times when people have been doing the speed limit and had to brake hard because a learner or unconfident driver is doing half or under half the speed limit.

AND times when people do the national speed limit on country roads and they come around a corner to find someone doing 20mph. It's not safe.

It also causes traffic and delays on the roads
