To ease congestion, we should be allowed to undertake on motorways.

All too often, it is not the volume of traffic that causes congestion on our busiest roads, but incompetent drivers that do not move from the middle lane into the slow lane. By adopting an undertake, as well as an overtake, option, this situation would improve.
