Make it illegal to award Bonuses which equal more than 100% of an individual's Salary for any and all industries (aka tax evasion).
If a bonus is worth more than an individual's salary it isn't actually a bonus, its a way to increase their salary without looking like they are overvaluing a particular skill set within an industry and/or having to pay tax on it. If particular employees are worth so much that they are awarded 100%+ bonuses then their salary scale should be adjusted for all people within their role. May help the public to see how grossly overvalued certain individuals/jobs are and make it harder for businesses to justify paying so much to so few.
