Empower council employed Traffic Wardens to book vehicles parked either on, or partly on the pavement. This is a growing problem at which the police appear to turn a blind eye - possibly because of the paperwork involved. People with difficulties seeing, children and mothers with prams are particularly vulnerable when having to step into the road in order to side-step a blocked walkway.
A sliding scale of increased fines for those who continually abuse the rules, or feel they are able to afford to continually break the rules.
