Petition refunds should be given for bets placed on non starters

many punters are losing out in singles doubles trebles fc/tc. placepots etc. I and the majority if not all punters would like a refund if a horse refuses to start the race. It is wrong at the highest level. we don't want a free bet where you don't get your stake back. we just want refunded.
