VAT to be applied to proportion of house price exceeding national average cost of homes. Negative VAT ,or refund, to purchaser on proportion of house price below national average. This will assist first time buyers of modest homes, encourage renovation of run down property as refund could finance repairs and discourage further development in already overcrowded hot spots where prices exceed national average.
