Rejected petition reduce the 18600 visa limit to make it fair for people on minimum wage

my wife is a doctor in the Ukraine .I work full time but have a zero hour contract. when work is quiet I get sent home with no money.some weeks I work 60 hours then a week later maybe 15.

I have worked very hard all year but still find myself nearly 1000 short.how can people on a minimum wage and zero hour contract ever plan to bring family to the uk .
