Rejected petition Make dogs wear leads when out walking.

Dogs should be on a lead it's as simple as that, my dog has been attacked so many times by dogs which are not on a lead and the only way to make the irresponsible dog owner to do this is to make it illegal and to fine those that are found with dogs off the lead. I no longer feel safe with my dog.
