Rejected petition Re-assess the competancy of the people that set the budgets for the NHS.

Every year every NHS Trust is forced to make decisions because they have run over budget. For every trust to face the same problem every year, to me suggests that the problem of overspending lies not with the trusts' board but with those that set the budget.
I would like their system reviewed.
