To put in place a scheme where all Scrap metal Collectors are licenced (and display licence plates on their vehicles) through local waste regulatory authorities to collect scrap metal, and have all financial transactions for the buying and selling of scrap metal, be made through bank credit transfers.

Aims of this bill: One: to curb the rouge metal collectors who steal metal. Secondly: To outlaw the cash in hand trading of scrap metal, Third. To make sure that the proper taxes within the scrap metal indusrty are paid.
