Petition To introduce and simplify on the spot motoring fines

To introduce a series of on the spot fines for motorists using mobile phones whilst driving, drinking or eating whilst driving, not wearing a seatbelt whist driving and or being distracted whilst driving,

Aim to create a clear detterent for those who continue to flout the law and not consider the safety of other road users.
if ia person is seen by a police officer of any rank or postion, they be given the powers to issue fixed penalty on the spot fines of four penaly points onto their driving licence and a fine of four hundred pound ( one hundred pound per point)
for drivers of vehilce not wearing seat belts, operating a mobile phone, drinking or eating whilst driving or being otherwise distracted whilst driving.
A right to challenge this decision can be made, with defendant paying court costs if 'conviction still stands.
this will only affect motorists who break laws
