Rejected petition Carers why do you give them a benefit then take it back

Can you explain why my patner who is also my carer has her benefit taken from our income support?
It was my understanding that this payment was for her and not means testable.
She is paid about 50p per hour for caring for me and you take it back from our income support.
If she went to work it would cost you a fortune to provide 24 hour care.
Either it is a benefit or not. Either include it in income support or just pay her in her own right and make it not means testable .
