Rejected petition Solve health tourism problem

Make a condition of entry to our country for all visitors to have valid health insurance before departure. Airlines, Eurostar and ferries to be legally responsible to ensure this is adhered to. Any failure on their part would lead them to be liable for any subsequent uninsured health treatment.
