Institutional subscription rates prohibit many Higher Education institutions from granting free access to all journals. The effect is to impoverish the quality of Higher Education in the UK. ACTION: Her Majesty’s government will make available such finances and introduce such legislation and institutional arrangements as to give all British Citizens online access to all academic journal content published after 2000 for less than the cost of Vehicle Exercise Duty for the smallest Private Car (currently £130.00 for 12 months).
