Government should introduce a levy or charge to be made by any claimant (employee) when submitting an ET1. This levy or charge can be awarded back to the claimant in the event that the Tribunal is completed and the judgement of the tribunal is found to be in favour of the claimant.
The levy or charge should be a fixed value to keep this system simple and should be collected as part of the claimants initial submission.
