Rejected petition ALL babies born to receive a certificate stating its acknowledged baby was born

Allowing grieving parents alot more comfort in the hardest time of life. Something so small can be the biggest, most precious keepsake a parent will want and will treasure for a lifetime and longer. Even if it states birth & death on same cert for same day. It gives baby existence in the world.
