All future foreign aid must meet the following criteria:
1. Famine relief must only be in the form of food or medicines-not in sterling and must be delivered directly to those in need or through a reputable charity.
2. All other aid must be as UK investments, such as manufacturing or agricultural facilities, that provide a long or short-term return for the British taxpayer.
