Closed Replace all benefits with a citizens allowance

The complex and divisive rules that drive DWP are not cost effective. If we replace all pensions and benefits with a single citizen's allowance for all 16+ we could close DWP and ensure that all citizens have a fair chance to thrive.

Child allowance should be replaced with free access to daycare for all preschool children and free school meals (breakfast and lunch) for all school children. This would encourage parents to manage their family size.
