The Dangerous Dogs Act 1991 states that if a person is found to be in posession of a dangerous dog, eg) a Pitbull Terrier or a Japanese Tosa, without a valid licence, the dog must be seized. If the dog is seized, and the owner does not wish to get the dog back by getting a license, the dog is then destroyed. This is wrong, the dogs should be able to be re-homed to people willing to get licenses for them.
