Rejected petition Change the council tax property market valuation banding set 1/4/1991 to 2017

Council tax valuation bands are based on the property’s market value set at 1st April 1991. This is all ok if your home was built pre 1991, otherwise your valuation shall be based on other local properties at this time. Some 26 years on, how can you value a property to a date that it didn't exist?
