Petition HGV stay in the inside lane between 6am to 8pm on motorways and dual carriageway

I feel a lot of the congestion caused is by one lorry overtaking another lorry and taking miles to do so , making lorries keep to the inside lane would ease a lot of this it would also save the government and the county a fortune as a lot of the road widening schemes would not be necessary ,
