The government should base the level of foreign aid first of all on need (countries with space & nuclear programmes & aircraft carriers !! should not receive foreign aid ) BUT ALSO on the degree to which the government of that country not only verbally supports, but actively promotes & educates its people in terms of political & religious freedom & gender equality.In many countries in Africa , the Middle East & Asia Christians are being persecuted & women oppressed.Aid should NOT be given to countries where this is happening.
