Rejected petition £35 a year to empty garden bin please sign to stop We already pay council tax

I already pay council tax and one of the only worth while services I receive is getting my rubbish removed. Now I apparently need to pay twice for this. Why not remove one of the overpaid councillors making these decisions which would save 1000's
