Rejected petition Bring back Capitol Punishment

I strongly believe no matter how barbaric some believe it to be we should bring back Capitol Punishment. There are some scum in our prisons, like murderers and rapists, that are just clogging up our prison system. Save prison for those that have a chance of getting out I say!
