Rejected petition People born in Scotland with a UK passport must have vote in a 'Indy' referendum
Scots who currently live outside of Scotland should have a say in whether the country remains in the UK and therefore continue to enjoy freedom of movement back to their place of birth. If Scotland leaves the Union and joins the EU this cannot be guaranteed.

On major constitutional change it is right that as wide a franchise is sought as possible. We do not have a written constitution but the UK Parliament should insist on this provision, which is quite common in many other countries where significant changes to the constitution are being proposed e.g. the current Turkish vote where all expats have a say.
