Rejected petition FREE PARKING up to 10 minutes at every pay and display

Parking should be for free but it won't work there won't be any where to park. But that doesn't mean that if you stop over for under 10 minutes you should be charged. the system is wrong(or right for some, the people that are making the money)
After 10 minutes you should be charged for time spent

The system should be changed from wardens to CCTV cameras that start counting as you park up. It takes too long to pay by phone
