Petition Remove the lower limit on the nil band Class 4 National Insurance contributions.

This is a separate matter to the Spring 2017 budget. From 2018 those earning < £5,965 must pay £733 p.a. (£14.10/w) for National Security via Class 3 National Insurance Contributions (NICs) while, unfairly, those earning more (£5,965-£8,060) will pay £0 to access them via a nil band on Class 4 NICs.
