Petition Make it illegal for the government to borrow from the National Insurance Fund

Government borrows surplus set aside for welfare to pay off the National Debt. It is estimated that they owe the NI fund £24 billion. NI money can only be used to fund NHS and welfare. The Government gets around this by lending money to itself, spending elsewhere instead of properly funding the NHS.
