Closed ALL towns to be perfectly encased by a ring road to define their boundaries

Every town in the UK should have a ring road built around the town boundary to properly define the town limits of construction. Construction of any building outside of this ring road should be made illegal, expect if it is unable to be built in the town eg. a farm building.

The UK government should directly fund and plan the construction of these vitally important ring roads, with a waiver of all planning laws and objections from parish councils.
