America has had the 3 Strike system for years. If you are convicted of two minor offences, your third will be a serious sentence. In the UK currently people are taking advantage of relaxed prison sentences, if someone breaks the law three times, their clearly a cereal offender, and this is why the 3 Strike law would prevent crime.
