Rejected petition benefit money swaped for vouchers

Propose that persons receiving cash benefits should have it substituted for a pre pay cards or non redeemable vouchers to spend in ANY shop. This would still ensure the welfare of all persons especially children and prevent massive wastage of money on non essentials and would encourage persons to seek a better lifestyle and employment.

A comon sense move that would save the goverment millions.
