100 000 people is a very small section of society as a whole - just because 100 000 people want something chaired doesn't mean that 1000000 folks don't want government to waste it's time with it. Create a time frame and a negative vote - if at the end of the time frame the votes against are equal to or higher the discussion is shelved.
